You put a book on hold, and the notice says it is ready. Where do you go to pick it up, and is that building even open today? Rancho Peñasquitos residents now need two answers to that question. The building and bookdrop at 13330 Salmon River Road closed on September 1, 2026. The City moved all holds to the Carmel Mountain Ranch Library and lists the reopening as Fall 2027.
On a weekday afternoon the redirect works fine. On a Sunday or Monday it doesn't, because Carmel Mountain Ranch is closed on both days under the citywide schedule that started August 29. For the next year, the neighborhood library is really a weekly rotation across four buildings and two library systems.
The branch opened in 1992. It replaced a much smaller temporary building from the early 1980s, and its 20,650 square feet include an outdoor courtyard and a large indoor children's area. The City describes it as having one of the highest circulation patterns of all 36 City libraries, with students and youth making up a large share of users. Closing a branch that busy pushes a lot of borrowing onto nearby buildings.
The $5 million project is almost entirely outside the building. Crews will mill and overlay much of the parking lot, restripe stalls to current City standards, and move ADA parking closer to the entrance. They will also replace lifted sidewalk panels, rebuild the driveway, and replace some trees whose roots are damaging the sidewalks. On the building itself, the work list covers resealing skylights, replacing parapet caps, repairing the trellis ironwork and stair railings, and repainting the stucco. The City says safe public access won't be possible while work wraps around the parking lot, entry path and exterior, and it expects the closure to last about a year.
The schedule is still officially "anticipated." The project page lists a design-build contract award in Summer 2026, construction starting in Fall 2026, and completion in Late Summer 2027, and it says the dates and cost could change. The two City pages also differ on the start. The project page listed an anticipated closure date of August 29, and the branch page gives September 1 and a reopening in Fall 2027. A reopening somewhere between late summer and fall of next year is the most the City has committed to.
The table below lists current hours for the four libraries closest to Rancho Peñasquitos. Three are in the City's San Diego Public Library system. Poway belongs to the San Diego County Library, which uses a separate card.

Add up the hours and the gap is clear. Carmel Mountain Ranch, at 12095 World Trade Drive, is open 42.5 hours a week across five days. Poway Library, at 13137 Poway Road, is open 51 hours across seven days. So the branch that now holds the neighborhood's requests is open fewer hours than the county branch a short drive east.
The Monday gap comes from this year's City budget. Times of San Diego reported in June 2026 that the City closed a $118 million shortfall. The council restored part of the library funding Mayor Todd Gloria's first proposal would have cut. Even so, six branches lost hours. University Heights and Allied Gardens dropped Mondays entirely, and Central, La Jolla, Point Loma and Rancho Bernardo moved to half-day Saturdays, going from 51 to 47 hours a week.
Monday service fell from 17 City locations under the September 2025 schedule to 15 now. Carmel Mountain Ranch was never one of the Monday branches. Its Tuesday-through-Saturday hours total the same 42.5 a week that Times of San Diego reported for the 17 branches whose schedules stayed the same. The City already sent holds to a five-day building before the budget cuts. The cuts left fewer Monday options nearby.
Two of the remaining Monday options are close to Peñasquitos. Rancho Bernardo Library, at 17110 Bernardo Center Drive, is open Mondays until 8 p.m. The tradeoff is that its Saturday now ends at 4 p.m. Mira Mesa Library, at 8405 New Salem Street, is also open Mondays. The mayor had proposed cutting Mira Mesa's hours, and the council's final budget kept the branch at 51 hours a week. Carmel Valley Library, at 3919 Townsgate Drive, is the third City branch nearby that is open on Mondays.
No City library is open on Sunday. That isn't new this year. NBC 7 reported that the City's fiscal 2026 budget had already cut Sunday library hours, and the 2026 schedule keeps them closed. Before the closure, Peñasquitos residents lost Sundays and still had their own branch the rest of the week. Now they have neither on that day without crossing into the county system.
Poway is open Sundays from 10 a.m. to 5 p.m. A City of San Diego card doesn't carry over, but the county's Standard Card is free for California residents and doesn't require living in the county. To get one, visit any county branch with a photo ID and proof of your current address. Anyone under 18 needs a parent or legal guardian with them. The card gives full access to physical materials. For California residents who live outside the county's own service area, eLibrary access is limited, so it works best for checking out physical books on a Sunday and doesn't replace a City card's digital collection.
The Peñasquitos children's area was a big part of the branch, so this is where the closure is felt most. No single nearby branch replaces all of it. Each one covers part:
Popular adult programs fill up at the remaining branches too. Gentle Yoga at Carmel Mountain Ranch on October 8 was already full when the calendar was checked.
The Friends of the San Diego Public Library, Rancho Peñasquitos Chapter, can be reached at [email protected]. As of early October, the research found no announcement of a pop-up book sale, mobile library stop or other activity during the closure. The chapter's listing still shows Book Nook hours inside a building that is now closed. The City also hasn't publicly named a contractor or confirmed that construction has started. The project page is the place to watch for both.
One part of the old Salmon River Road routine is still in the neighborhood. The canyon is outside the library system and its fall calendar is busy. ARCH IN THE PARK, a family event for California Archaeology Month hosted by the County Archaeological Society, runs Saturday, October 17, from 10 a.m. to 3 p.m. at the Canyonside Park Driveway. On Saturday, November 7, the Friends of Los Peñasquitos Canyon Preserve lead the Camino Ruiz Rim to Creek Hike from 8 to 10 a.m., starting at Camino Ruiz Community Park, 11489 Camino Ruiz.
A year-long closure at a branch this busy changes the everyday feel of the neighborhood. If you have questions about Rancho Peñasquitos while the library is closed, from errand routes to how the neighborhood compares with nearby communities, Chad Basinger is glad to talk it through. Let's Connect.
